The contract involves an increase in the ceiling by $2.1 million for an existing agreement with the Space and Naval Warfare System Center Atlantic, under contract number N65236-10-D-3818. This adjustment is necessary to accommodate higher customer demand for research services supporting the U.S. Naval War College, particularly in areas such as Cyber Operations, Operational Planning and Command and Control, Intelligence, and Theater Ballistic Missile Defense. Despite prior modifications, the original ceiling is insufficient to sustain ongoing projects beyond June 2012. The increase ensures uninterrupted delivery of these critical joint professional military education services by the incumbent contractor. The contract action is being pursued as a sole-source procurement under statutory authority that recognizes only one responsible source can meet the specialized requirements, with no reasonable alternative suppliers available. This notice does not invite competitive proposals but allows interested parties to provide compelling evidence if they believe competition would benefit the government, though the final determination remains at the government’s discretion. The work continues to support research, analysis, and system integration needs at the Naval War College, with all inquiries directed to the designated contracting officer.

Full Description

is a sole-source synopsis that provides tentative notification of the Space andNaval Warfare System Center Atlantics intent to increase the ceiling of contract N65236-10-D-3818 by $2.1M. The current contract ceiling is not sufficient in order to meet the increased customer demand for these research services beyond June 2012 despite several previous contract modifications intended to mitigate ceiling shortfalls. The contract provides Joint Professional Military Education in the areas of Cyber Operations, Operational Planning and Command and Control, Intelligence, and Theater Ballistic Missile Defense. This ceiling increase is needed to satisfy the U.S. Naval War College Research, Analysis, and System Integration Support requirements. Not awarding a ceiling increase would have a direct and immediate negative impact to the research projects now underway. This work will continue to be performed by the incumbent contractor, Cyber Operations, Operational Planning and Command and Control, Intelligence, and Theater Ballistic Missile Defense. The ceiling increase will provide for the continuation of uninterrupted services to the U.S. Naval War College. This ceiling increase for continued services is accomplished pursuant to 10 U.S.C. 2304(c) (1), "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, " as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition of the work required during the extension period would be advantageous to the Government. A determination by the Government not to compete this contract ceiling increase based on this notice is solely within the discretion of the Government. Written comments or questions regarding this notice must be e-mailed to the Contracting Officer, Trish Johnson at e-mail address contact@example.gov.
