The Florida Department of Citrus has selected BI Consulting Services as the recommended awardee for low-code application development services under solicitation RFP 25-03-D, with intent to award finalized on May 7, 2026. The procurement centers on modernizing the Florida PALM Project by designing, developing, integrating, and deploying a suite of low-code business applications to replace an existing revenue system, with all performance required to occur within the state of Florida. Evaluation of offers was conducted using a best-value trade-off approach, prioritizing the technical proposal with a maximum score of 580 points, followed by past performance at 136 points, and cost at 86 points, with BI Consulting Services achieving the highest combined score of 802 points. The contract award is subject to the submission of a redacted proposal within ten business days, removing any confidential or exempt information under Florida law; failure to do so will trigger a presumption that no proprietary data exists in the original submission. No federal acquisition regulation clauses are applicable, as this is a state procurement governed entirely by Florida Statutes, particularly Section 120.57(3), which mandates that any protest must be filed and bonded within prescribed timeframes, with failure to comply constituting a waiver of administrative recourse. The solicitation required proposals to be submitted in three volumes—technical, past performance, and cost—through the Florida Vendor Marketplace portal, with no physical submissions allowed. While the place of performance is clearly Florida, no details on period of performance, delivery schedules, funding codes, accounting data, payment office instructions, or formal contracting officer roles are provided. No packaging, marking, or delivery terms apply due to the nature of the service, and no representations, certifications, or socioeconomic status information was disclosed for any bidder. The contractor must register in the vendor marketplace to enable invoicing and payment processing, but specific invoicing methods or financial details remain undisclosed.
