AI Contract Overview
The Air Force Research Laboratory Munitions Directorate at Wright-Patterson AFB, Ohio, intends to award a sole-source purchase order to MTS Systems Corporation for comprehensive calibration, maintenance, and repair services for precision testing equipment including Landmark and Criterion presses, MTS Exceed load frames, and a Triaxial system located at Eglin AFB, Florida. This non-competitive action is justified under FAR 12.102(a) due to the vendor’s unique possession of proprietary parts, specialized labor expertise, and incumbent experience critical to maintaining equipment accuracy and operational readiness to ASTM standards, with no other source capable of meeting these technical requirements. The Performance Work Statement mandates two annual service visits—one scheduled and one unscheduled—for on-site calibration, preventative maintenance, and repairs, all performed under strict adherence to ASTM-accredited procedures for axial force, displacement, COD gage, and pressure transducer measurements, with a requirement of 95% accuracy in identifying necessary repairs. A government-funded parts pool of up to $2,500 per incident is authorized for replacements, with additional funding available for higher-cost components. All work must occur on-site at the AFRL/RWTE complex in Goulds, Florida, and acceptance is contingent upon verified compliance with performance standards at that location. The solicitation, identified as IASS-AFRL-PZLEQ-2026-0016, is not a competitive solicitation but a notice of intent, with responsible sources permitted to submit capability statements, quotations, or exceptions to the sole-source determination via email to Jason Sav at jason.sav@us.af.mil by May 11, 2026, 5:00 p.m. Eastern Time, using the exact subject line specified and only approved file formats (.PDF, .doc, .docx, .xls, .xlsx); zip or exe files are prohibited and will be filtered out. No contract value, pricing structure, or line-item details are disclosed, and no formal FAR clauses, evaluation factors, or administrative payment instructions are included in the documentation, reflecting its nature as a pre-award notice grounded in technical uniqueness rather than competitive procurement.

Full Description
This requirement is for comprehensive services for the calibration, maintenance, and repair of multiple presses, load frames, and a Triax system in support of the Air Force Research Laboratory Munitions Directorate (AFRL/RW).
NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 811210 – Electronic and Precision Equipment Repair and Maintenance. The Air Force Research Laboratory (AFRL/PZLEQ), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by RFO 12.102(a) to MTS Systems Corporation.
In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows: MTS Systems Corporation is the only vendor with the proprietary parts, specialized labor, and critical incumbent experience necessary to calibrate and maintain the required presses, load frames, and Triax system to acceptable standards. Please see attachment to this notice for additional details.
This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government.
