AI Contract Overview
The Air Force Research Laboratory is pursuing a sole-source acquisition for a 137-actuator Micro-Electromechanical Systems (MEMS) Deformable Mirror to support advanced Electro-Optical/Infrared sensing research for hypersonic applications at the KHILS Laboratory located at Eglin Air Force Base, Florida. The requirement, identified under NAICS code 333310, is intended for a firm fixed-price purchase order under FAR Part 12, with Boston Micromachines Corporation identified as the only vendor capable of meeting the stringent technical specifications. The mirror must feature a continuous membrane design with a controllable aperture of 4mm to 8mm, a 5.5µm physical stroke, a 450/650 microsecond response time, sub-nanometer step precision, less than 23% inter-actuator coupling, and zero hysteresis, while maintaining over 95% transmission across the 1.5 to 5.0µm infrared waveband. The system must operate at a 2kHz driver frame rate with 14-bit resolution and support open-loop calibration. Additional requirements include a driver electronics certificate detailing volatile and non-volatile memory management and delivery within 14 weeks or less. The procurement is justified as a single source because no other vendor can satisfy the unique performance, reliability, and integration demands of this mission-critical EO/IR sensor testing capability. All responses to this Notice of Intent must be submitted via email to Jason Sav at jason.sav@us.af.mil no later than 5:00 PM Eastern Time on June 18, 2026, and must include the exact subject line “Notice of Intent to Award SS – Micro-Electromechanical Systems (MEMS) Deformable Mirror (DM)” to avoid filtration. Only capability statements, quotations, or exceptions to the sole-source intent that align with the June 1, 2026 Minimum Requirements Document will be considered. Attachments must be in .PDF, .doc, .docx, .xls, or .xlsx format; .zip or .exe files are prohibited and will be blocked by Wright-Patterson Air Force Base email filters. The contracting office is located at Wright-Patterson AFB, Ohio, and while pricing and total contract value are not disclosed, the government is evaluating whether any responsible source can provide an equivalent or superior solution, which may lead to a competitive procurement.

Full Description
This requirement is for a Micro-Electromechanical Systems (MEMS) Deformable Mirror (DM) for the AFRL/RWTSH at Eglin Air Force Base, Florida.
NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 333310 – Commercial and Service Industry Machinery Manufacturing. The Air Force Research Laboratory (AFRL/PZLEQ), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by RFO 12.102(a) to Boston Micromachines Corporation.
In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows: Boston Micromachines Corporation is the only vendor capable of providing the required 137-actuator Micro-Electromechanical Systems (MEMS) Deformable Mirror (DM) to support research and development of new Electro-Optical/Infrared (EO/IR) sensing capabilities for hypersonics at the KHILS Laboratory. Please see attachment to this notice for additional details.
This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Minimum Requirements Document (MRD) dated 1 June 2026, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Jason B. Sav at jason.sav@us.af.mil no later than Thursday 18 June 2026 at 5:00pm Eastern Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
