The Department of Homeland Security, U.S. Customs and Border Protection, intends to award a sole source fixed price contract to JEL Management LLC for the lease of three modular buildings for a four-month period. This contract includes comprehensive services such as janitorial, HVAC, pest control, exterior and interior maintenance, as well as the upkeep of fire extinguishers and smoke detectors. Additionally, all furniture and equipment necessary for the existing buildings will be provided. This short-term follow-on contract is necessary while the government finalizes a long-term solution, and awarding it to any other source could cause cost inefficiencies and unacceptable delays in meeting agency needs. This procurement is being conducted under specific Federal Acquisition Regulations allowing sole source justification, and the decision not to compete this contract is at the government's discretion. The notice serves informational purposes and is not a solicitation for competition. The contracting office is the FLETC Glynco Procurement Office under the Department of Homeland Security, and interested parties may contact David Torres, Contract Specialist, for further information. Full Description

Under the authority of FAR 13.106-1(b)(1)(i) and FAR 6.302-1, the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), is publishing this notification to industry of a sole source fixed price contract award anticipated in the near future to JEL Management LLC. for the lease of three (3) Modular Building's for a four month period. The lease of the buildings includes Janitorial Service, Heating Ventilation and Cooling (HVAC) Service, Pest Control Services, exterior and interior building maintenance, maintenance of all fire extinguishers and smoke detectors, and provides all furniture and equipment associated with the existing buildings. This contract will be issued as a follow-on contract while the Government finalizes a long term solution. Award of a contract to any other source other than the incumbent in this case would result in cost inefficiencies and create unacceptable delays in fulfilling agency requirements. Any cost efficiencies reasonably expected to be gained through competition would be lost in the transition period to a successor contractor, particularly given the short duration of the proposed follow-on contract. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis is being published for information purposes only. Notice of intent is not a request for competitive proposals. A copy of the approved determinations, and findings is available upon request. For additional information or responses, please contact David Torres, Contract Specialist, at david.torres3@dhs.gov or (956) 289-4871.
