Full Description

The US Army Medical Research Acquisition Activity proposes to award to HSQ Technology, 26227 Research Road, Hayward, CA, on a sole source basis, for the non-personal service contract on a unique supervisory control and data acquisition system (SCADA) for a base year and four options. HSQ is the designer and manufacturer and holds proprietary data rights to this uniquely tailored SCADA Sytem that is Government owned. Competing this requirement and awarding to any other source would result in substantial delays and disruption of maintenance on the system already in place and would also increase the overall cost to the Government. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
