The Missile Defense Agency (MDA) is preparing to pursue a competitive Performance Based Logistics (PBL) contract for the operations and sustainment support of the Ground-Based Midcourse Defense (GMD) system and its related support facilities, with acquisition activities expected to begin no later than fiscal year 2011. The GMD system is a highly complex integration of hardware and software components, including Ground Based Interceptors, silos, launch site and command equipment, communication systems, and support infrastructure spread across various locations worldwide. Key performance locations include MDA and contractor facilities at Huntsville, Alabama; Schriever Air Force Base, Colorado; Vandenberg Air Force Base, California; and Fort Greely, Alaska, with Huntsville serving as the contracting office for this effort. As part of the acquisition planning, MDA is conducting one-on-one meetings with industry representatives from August 18-20, 2009, to introduce changes in the MDA Contracting Office leadership and gather input on contract type, period of performance, and other contracting strategy considerations. These discussions are strictly to support business and contract planning, and will not cover technical questions. While the government will not reimburse costs related to these meetings, except as specified under the Federal Acquisition Regulation, interested parties are encouraged to submit inquiries via email to designated contract specialists. This approach reflects MDA’s focus on effectively refining acquisition strategies for the future sustainment of the GMD system.

This is an administrative follow up to the original synopsis, Solicitation Number: MDA-GMD-FY2011-Performance-Based-Logistics, RFP Number: HQ0147-09-R-0007, and is not a new action. The Missile Defense Agency (MDA) intends to pursue a competitive Performance Based Logistics acquisition for future operations and sustainment support for the Ground-Based Midcourse Defense (GMD) system and associated support facilities. Anticipated acquisition will commence not later than fiscal year (FY) 2011. The GMD Weapon System is a complex system of systems that consists of hardware and software, including Ground Based Interceptors (GBIs), GBI silos, and related flight and ground test equipment; Launch Site Components, Command Launch Equipment, and related Peculiar Support Equipment; the Re-locatable In-Flight Interceptor Communications System (IFICS) Data Terminal (IDT); and tactical/non-tactical communications equipment and support facilities that are geographically dispersed across the globe. The principal locations of GMD program performance are MDA and contractor operated facilities located at Huntsville, Alabama; Schriever Air Force Base, Colorado; Vandenberg Air Force Base, California; and Fort Greely, Alaska. MDA in Huntsville, Alabama, is the contracting activity for this requirement. As a part of the acquisition-planning process, MDA intends to engage industry in one-on-one Business/Contracts meetings to inform industry of changes in MDA Contracting Office and to introduce the new MDA Contracting Officer, the Director of GMD Contracts, and the Deputy Director of GMD Contracts responsible for acquisition oversight of this effort. These one-on-one discussions are scheduled for 18-20 August 2009. The Government does not intend to address any technical questions during these one-on-one meetings. The Government will, however, be open to discussions from industry in regard to contract type; period of performance; and any additional input which would assist the Government in refining a business/contracting strategy for the acquisition of future GMD system Performance Based Logistics. Except as provided in subsection 31.205-18, Bid and Proposal Costs, of the Federal Acquisition Regulation; the Government does not intend to pay for any costs incurred as a result of this notice or any resultant one-on-one meetings. Send all questions or comments regarding this special notice to the GMDPBLCompetition@mda.mil or Tracie Gutierrez, Contract Specialist, at Tracie.Gutierrez@mda or she may be contacted at (256) 450-1410. Because of the high level of interest in this acqusition, email inquiries are preferred.

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
