The contract requires U.S. Customs and Border Protection’s Investigative Operations Division to provide specialized training for newly onboarded criminal investigative staff before they commence their duties. This training focuses on sexual offenders and sex crimes, medical forensics, and death investigations and must be delivered as specially designed courses suitable for a law enforcement audience. The selected vendor will be responsible for course design, the application of training materials, and conducting in-person instruction at the CBP Advanced Training Center in Harpers Ferry, West Virginia. The contract value is approximately $239,000, and the services will be performed onsite at the designated government facility. This contract is being awarded as a sole source under FAR 6.302-1 because only one vendor, Aegean, LLC operating as Public Agency Training Council (PATC), can meet all the unique training requirements. PATC is uniquely qualified to provide the combined expertise in sexual deviant offender training, medical forensics, and death investigations in a format adaptable to off-site delivery. Other potential providers, including the Federal Law Enforcement Training Centers and Institute of Police Technology and Management, either cannot provide training at the off-site location or cannot tailor their courses to fit the CBP’s specific sequencing and duration requirements. The contract is set aside for small businesses and follows the agency’s internal and external market research indicating no viable alternative sources.
