NOTICE OF INTENT TO AWARD SOLE SOURCE - PANJIVAThe Department of Commerce, through its International Trade Administration’s Industry and Analysis division, intends to award a sole-source, firm-fixed-price commercial contract to IHS Global Inc. (S&P Global Market Intelligence) for a twelve-month period beginning at the time of award and acceptance. The contract will provide enterprise-level trade intelligence subscriptions, API access, proprietary datasets, technical support, maintenance, user administration, and associated licensing critical to supporting the Department’s trade analysis and economic security mission. This action is being taken under FAR 12.102(a) and FAR Part 5 to assess whether other responsible commercial sources exist that can meet the government’s minimum requirements, though no other provider is currently expected to fulfill the specialized and integrated nature of the required services. This notice is not a solicitation or request for quotation, and no formal bid documents are available for submission. Interested parties may respond to the public notice by the deadline of July 29, 2026, to demonstrate their capability to satisfy the government’s needs, though the agency has indicated a strong intent to proceed with the sole-source award to IHS Global Inc. The opportunity is identified under NAICS code 519290, managed by the Office of the Chief Information Officer in Washington, D.C., and point of contact for inquiries includes Alicia Brister and Jameka Anderson. The location of performance is specified as Washington, D.C., with no set-aside provisions applicable to this procurement.

The U.S. International Trade Commission intends to award a sole-source contract to Fastmarkets Global Limited for a one-year subscription to Fastmarkets Forest, a proprietary data service providing comprehensive pricing and market intelligence on forest products including graphic paper, paper packaging, pulp, recovered paper, wood products, timber, and biomass. This action is justified under FAR 6.302-1 because the Commission has determined that Fastmarkets Forest is the only source capable of meeting its requirements, with no peer equivalent available in the market. The contract covers a base performance period from July 5, 2026, through July 4, 2027, with an option to extend for one additional year through July 5, 2028. The service will be delivered electronically to the Commission’s office in Washington, D.C., and acceptance will be based on the platform’s unique, comprehensive, and irreplaceable data quality rather than formal inspection criteria. The solicitation number is ITC-OARS-26-0101, posted on SAM.gov on June 23, 2026, with a response deadline of June 26, 2026. The contracting officer is Sumit Rana, and the requiring officer is Linda Jackson; no set-aside or socioeconomic preference applies. Although the total contract value is not disclosed, the action falls under simplified acquisition procedures as authorized by FAR 13.501. No contract clauses, packaging requirements, invoicing instructions, or COR/COTR designations are specified in the documentation, and the vendor’s location in London, UK, does not alter the place of performance, which remains the USITC’s Washington, D.C., facility.
