INTENT TO SOLE SOURCE FOR THE ENGINEERING DESIGN OF MODIFICATIONS TO THE USCGC HEALY BOW THRUSTER

The United States Coast Guard (USCG) intends to solicit, on a sole source basis, to Omnithruster Inc., 2201 Pinnacle Parkway, Twinsburg, OH 44087, USA, for the engineering design of modifications to the USCGC HEALY Bow Thruster System, including drawings, and materials/equipment lists. Omnithruster Inc. is the Original Equipment Manufacturer and is the only known source to have access to the propriety data needed to complete the necessary engineering design work on the bow thruster system. USCG also does not possess the data rights to the equipment, therefore, only Omnithruster Inc. has the proprietary knowledge, design data and drawings needed to perform the work. This notice of intent is not a request for proposals or quotations. All written responses must include a written narrative of capability, including technical information demonstrating the contractor's ability to meet the above requirements. The responses must be sufficient for the Government to establish that the Contractor possesses a bona-fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding with a non-competitive procurement with Omnithruster Inc. A determination by the Government to open the requirement to competition based upon responses to this notice is within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis.
