DLA Distribution at Red River, Texas requires continued Information Technology support services covering hardware, software, and telecommunications for all IT equipment including network services, PCs, printers, portable computers, radio frequency equipment, smart carts, and LAN/WAN systems. The current contract with Leader Communications, Inc. (LCI) under SP3300-14-M-0363, which ends on July 31, 2014, has provided these services satisfactorily. To avoid service disruption while re-competing the requirement under solicitation SP3300-13-R-0006 with anticipated award by November 1, 2014, DLA Distribution at New Cumberland, Pennsylvania intends to issue a sole-source contract extension to LCI for four months. This action is justified under FAR 13.106-1(b) as LCI is the only reasonably available source due to their existing knowledge of the IT infrastructure and to prevent duplication of cost and inefficiencies that would arise from engaging a new contractor. Leader Communications’ personnel are fully familiar with the DLA Distribution IT environment, ensuring seamless support continuity. The re-solicitation process for the long-term support is expected to take six to nine months, necessitating this short-term award to prevent any degradation in services. The contracting office emphasizes that awarding the contract to a new provider for this interim period would not be efficient or cost-effective. Rafael E. Dixon, the contract specialist, is the point of contact for this procurement. The main place of performance remains Red River, Texas, while the contracting activities are managed from New Cumberland, Pennsylvania.

DLA Distribution located in Red River, TX require Information Technology (IT) Support Services for hardware, software, and telecommunications to support all IT equipment, to include network services, Personal Computers (PCs), printers, portable computers, Teklogix Radio Frequency (RF) equipment, Smart Carts, LAN/WAN hardware/software and other miscellaneous IT equipment. This support requires the performance of services to analyze, implement, install, evaluate, document, integrate and provide support to the end-users and LAN. Contract SP3300-14-M-0363 is currently in place with Leader Communications, Inc. (LCI) for the above required services. The contract period of performance ends 31 July 2014. DLA Distribution located at New Cumberland, PA is currently in the process of re-competing the services under solicitation number SP3300-13-R-0006 and anticipates an award date by 1 November 2014. DLA Distribution Contracting Office located at New Cumberland, PA intends to award on a sole source basis to LCI for a period of four (4) months. In accordance with FAR 13.106-1 (b), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only once source reasonably available. If another award was made for these services, the Government would incur substantial duplication of cost. The timeframe to resolicit this requirement is between six (6) and nine (9) months. The short term award will provide uninterrupted service. LCI is currently providing the service in a satisfactory manner, and has the experienced resources in place to perform the tasks required. LCI's personnel have become intimately familiar with the DLA Distribution Information Technology infrastructure and support required to sustain IT functionality. Issuing another solicitation for the four (4) month period could cause a disruption and degradation in the services. Issuing a new contract to another contractor would not be logical, efficient, or cost effective for the Government. The point of contact for this action is Contract Specialist Rafael E. Dixon who may be reached via email at contact@example.gov.
