--INTENT TO SOLE SOURCE

The Contracting Center of Excellence (CCE) plans to award a sole source contract to Jones Lang LaSalle Americas, Inc. to provide financial and real estate expertise in support of the Residential Communities Initiative (RCI) for the Office of the Deputy Assistant Secretary of the Army (Operations & Plans). This contract will cover key activities such as overseeing Portfolio and Asset Management processes related to the RCI program, conducting financial feasibility and desirability due diligence for the RCI project in Miami, FL, specifically for SOUTHCOM, and administering the on-post resident opinion survey. The contract will be awarded on a Firm-Fixed Price and Labor Hour basis with a performance period from March 14, 2009, to September 30, 2009. This notice serves as a formal announcement of the intent to award without a competitive solicitation or request for proposals, pursuant to FAR 6.302-1, and clearly states that no solicitation documents or request for proposals will be issued. Although phone inquiries will not be accepted, interested parties may express interest and submit capabilities statements by noon on March 12, 2009. However, the government retains full discretion to proceed without competition based on responses received.
