The U.S. Army Corps of Engineers (USACE), Buffalo District, awarded contract W912P425CA026 for Buffalo Harbor maintenance dredging on 24 September 2025. The contractor, Morrish Wallace Construction, Inc. d/b/a Ryba Marine Construction Co., is currently scheduled to begin dredging operations on 16 June 2026 in Buffalo Harbor under this contract.


The Government has a requirement to increase the dredging quantities due to a vessel grounding in the fall of 2025; however, this additional work is considered outside the scope of the existing contract. Since the contractor will already be mobilized at the project site, the Government intends to modify the existing contract to include this additional dredging on a sole-source basis, citing the authority of Federal Acquisition Regulation (FAR) 6.302-1(c)(2)(i) and (ii). Awarding this requirement to another source would result in substantial duplication of costs for the Government and unacceptable delays in completing the necessary dredging.


This is not a request for proposal; however, industry comments can be provided until the closing date regarding the Government's proposed method of accomplishing this work.
