AI Contract Overview
The Treasury Inspector General for Tax Administration (TIGTA) intends to award a sole source contract to Research Electronics International, LLC, for the OSCOR Max Spectrum Receiver, a specialized handheld device designed to detect unknown, illegal, disruptive, and anomalous radio frequency transmissions across a 10kHz to 43GHz range. The device features a patented auto-switching antenna system with built-in pre-amplifiers for enhanced sensitivity, weighs less than 15 pounds including the antenna system, and operates on hot-swappable rechargeable batteries. It includes advanced analytical capabilities such as patented SmartBars Mode for rapid signal identification, trace math and signal list generation, I&Q recording, waterfall display, and mobile bands mode with spectrogram visualization. The unit also integrates multipurpose probe functionality for detecting carrier current, coax, ultrasonic, magnetic leakage, infrared, and visible light signals, along with built-in Wi-Fi and Bluetooth device detection. Data is stored on an exterior-accessible high-speed M.2 SSD for historical analysis and comparison, and it is operated via a 13.3-inch capacitive touch screen. The product is uniquely developed and owned by Research Electronics International, LLC, who holds proprietary and patented hardware, software, and algorithms essential to meeting TIGTA’s requirements for site surveys, RF emissions analysis, wireless provider support, spectrum misuse investigations, and eavesdropping security assessments. No solicitation is available, and the purchase will not exceed the simplified acquisition threshold with no defined period of performance. The Treasury Common Services Center will consider written responses submitted electronically no later than June 24, 2026, to evaluate whether any other source can meet all technical requirements and provide a more advantageous solution; otherwise, the award will proceed solely to Research Electronics International, LLC. Respondents must provide company details including UEI number, business size classification, product specifics, availability through government contract vehicles or open market, and a capabilities statement not exceeding five pages detailing their business line and current customers for comparable products. Only Microsoft Office and Adobe-compatible documents are acceptable; executable, compressed, and script files are prohibited. Telephone inquiries are not accepted, and requests for more information do not constitute a formal response.
