Ground Penetrating Radar Unit

The U.S. Air Force, through the FA8571 Maintenance Contracting AFSC PZIMA office at Robins Air Force Base, Georgia, is pursuing a sole-source award to GeoPhysical Survey Systems, Inc. for the procurement and installation of one Ground Penetrating Radar (GPR) system to support the Maintenance Support Group at the Warner Robins Air Logistics Complex. The contract requires the contractor to supply all necessary tools, parts, materials, equipment, labor, transportation, and training to fully install the GPR unit and deliver comprehensive operator training upon completion. The system must be delivered within 45 calendar days from the date of award, and all deliverables—including operation training and four specified Contract Data Requirements List (CDRL) documents (Status Reports for EMS and EnMS Training, a Contractor’s Safety Plan, and an Accident Report)—must be submitted in accordance with the contract terms. The award will be made to the responsible offeror submitting the lowest priced, conforming offer, with pricing structured as firm fixed price for the GPR unit and associated CDRL deliverables, though only the GPR system is separately priced. The contract incorporates a wide range of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses addressing cybersecurity, safeguarding covered defense information, whistleblower rights, electronic payment submissions via Wide Area WorkFlow, compliance with the Buy American Act, prohibited contracting with inverted domestic corporations, and requirements for System for Award Management registration. The contractor must also comply with stringent safety standards including OSHA, Air Force manuals, NFPA codes, and the US Army Corps of Engineers Safety and Occupational Health Manual, with particular emphasis on excavation, hazardous communications, confined spaces, welding, and foreign object damage prevention. Cybersecurity compliance is mandated under the Cybersecurity Maturity Model Certification framework, requiring the offeror to provide valid CMMC UIDs reflecting their assessed maturity level for handling Controlled Unclassified Information. All performance occurs at Robins AFB, with inspection and acceptance conducted at destination upon delivery, and payment submission strictly governed by electronic processes through WAWF using designated points of contact. The contractor must maintain active SAM registration, comply with trafficking in persons provisions, and ensure all safety and compliance obligations are flowed down to subcontractors.
