Description


The U.S. Department of the Treasury, Departmental Offices & Enterprise Procurement Branch, Treasury Common Services Center - Acquisition Services, intends to award a sole source contract to Pitchbook Data Inc. for a subscription to a commercial-off-the-shelf research database that provides the Treasury Committee on Foreign Investment in the United States (CFIUS) with the ability to:


  • Research companies and investors in private capital markets.
  • Access detailed data related to private credit markets, including leveraged loans and related news and coverage of the full lifecycle of loans.
  • Search investments made by specific actors and countries.
  • Look at specific sectors of investment (semi-conductors, 5G, biotech, etc.).
  • Build overall acumen for investment trends and provide actionable research.
  • Receive up-to-date information on transactions that may be overlooked by the news/press.

The Government has determined that Pitchbook Data Inc. is the only source capable of meeting the Government's requirements because PitchBook Data Inc. developed and owns the propriety and patented hardware, software, and algorithms that are used in the required products and support the services specifically required for this acquisition.


The anticipated award is for a base period of 12-months, with four (4) option period(s), if applicable, from September 1, 2026 through August 31, 2031. Task Orders placed against the proposed IDIQ will have their own periods of performance.

This notice is not a solicitation or a request for competitive quotations or proposals. However, responsible sources that believe they can provide the required supplies or services may submit a capability statement demonstrating their ability to meet the Government's requirements.


Capability statements must include sufficient technical information to determine whether the interested party can satisfy the Government's requirement without substantial duplication of cost or unacceptable delays.


Responses shall include:

3.   Unique Entity Identifier (UEI)

5.   Geographic presence;


6.   Company experience in providing valuation services to government or commercial entities;


7.   Provide any pertinent information that will assist us in this assessment.


8.   Contract Number and value/capacity; and


9.   Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of “ordering” contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.).


Responses received by the specified deadline will be evaluated solely to determine whether a competitive procurement should be conducted.
