The U.S. Citizenship and Immigration Services (USCIS) under Department of Homeland Security (DHS) intends to negotiate on a sole source basis with the National Association for Public Health Statistics and Information Systems (NAPHSIS). NAPHSIS is the only organization which has the relationships and agreements to obtain birth and death certificates through a web based solution from llocal municipalities and governments. Purusant to FAR 6.302-1, only one reasonable source is available and no other supplies or services will satisfy agency requirements.
