The USPFO for Hawaii intends to award a firm-fixed price contract on a sole source basis to CHARTER COMMUNICATION OPERATING LLC. The statutory authority which permits other than full and open competition for this acquisition is 41 U.S.C. § 1901 , as implemented by RFO FAR 12.201-1, Simplified Procedures. Therefore, a Request for Quotation (RFQ) solicitation from a single source, will be issued to CHARTER COMMUNICATION OPERATING LLC. to provide equipment, support, connectivity for commercial internet and cable services on the Islands of Hawai’i, Maui, and Oahu for the Hawaii Air National Guard (HIANG).


The designated North American Industry Classification System (NAICS) Code is 517111, Wired Telecommunication Carriers , with a size standard in number of employees 1,500.  Please note that this notice is not a Request for Quotations (RFQ); however, any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government.  Responsible parties who believe they can responsibly meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services no later than 10:00 AM Hawaii Standard Time, 17 July 2026.
