The U.S. Department of Commerce, through the National Oceanic and Atmospheric Administration, intends to negotiate a sole-source Indefinite-Delivery Indefinite-Quantity firm-fixed price contract with Robichaux Automation and Control, Incorporated. The contract covers the provision of parts and technical services for highly specialized machinery control systems on the NOAA ships Pisces, Bell M. Shimada, Ferdinand Hassler, and Rueben Lasker. These critical systems manage propulsion, diesel generators, pumps, alarms, and tanks, meaning their failure would render the vessels unable to move under their own power. The proposed agreement includes a base ordering year followed by four subsequent one-year ordering periods. Classified under NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance, the acquisition seeks the original equipment manufacturer to ensure the proper function and longevity of the systems. While this is not a competitive solicitation, interested parties were permitted to submit detailed statements of capabilities to the contract specialist by the specified deadline for government consideration.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk Office, using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis ROBICHAUX AUTOMATION AND CONTROL, INCORPORATED, located 2840 Lausat St, Metairie, LA 70001, for an Indefinite-Delivery Indefinite-Quantity (IDIQ) firm-fixed price contract for parts and technical services for highly specialized Machinery Control systems onboard the NOAA Ships Pisces, Bell M. Shimada, Ferdinand Hassler, and Rueben Lasker. The NOAA ships Pisces, Bell M. Shimada, Ferdinand Hassler and Rueben Lasker have highly specialized Machinery Control systems. These Machinery Control systems monitor and control all machinery on the vessels, including diesel generators, propulsion systems, pumps, alarms and tanks. If Machinery Control systems fail the vessel is rendered unable to move on its own power. In order to maintain and maximize the useful life of these systems NOAA is looking for the OEM to inspect and maintain the vessels' Machinery Control systems. This is to include proper function of all components. NOAA intends to award an IDIQ contract with a base ordering year and four subsequent one year ordering periods. The North American Industry Classification Code (NAICS) for this acquisition is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a business size standard of $7.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on Monday, March 29, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Contract Specialist Alex Cooper at alexander.cooper@noaa.gov by 12:00 PM EST on March 29, 2018.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
