The Department of Veterans Affairs Medical Center in Durham, North Carolina, plans to enter into a sole source procurement with TOPCON AMERICA CORP for the purchase of a TOPCON Retinal Camera. This decision is based on the determination under FAR 6.302 that it is in the government's best interest to acquire equipment that matches the existing unit. Although this notice indicates an intent to negotiate solely with TOPCON AMERICA CORP, it is not a request for competitive quotes. However, any company that believes it can supply the specified TOPCON equipment is invited to submit written notification, accompanied by detailed supporting evidence, by noon on August 9, 2004, local time. Submissions should be sent to the Contracting Officer at the VA Medical Center in Hampton, Virginia. While responses will be reviewed, the government reserves the right to decide whether or not to pursue competitive procurement based on the information provided. Should no responses be received by the deadline, the VA Medical Center will proceed with sole source negotiations with TOPCON AMERICA CORP. This process ensures the government secures equipment consistent with its current specifications while allowing an opportunity for other suppliers to present their capabilities.
