Full Description

This notice of intent is not a request for quotes and no solicitation is available. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of intent to award a sole source contract to: Insight Public Sector 14520 Avion Pkwy Ste 310 Chantilly, VA, 20151-1114 , UNITED STATES for the purchase of Microsoft Visual Studio Enterprise with MSDN License and Software assurance for the Air Force Legal Operations Agency, Legal Information Services Directorate. The North American Industry Classification System (NAICS) Code is, 334614 Description of the Requirement: The contractor must provide the items as specified in the following CLIN structure. Item No. Description of Requirement Quantity 0001 Microsoft Visual Studio Enterprise with MSDN License and Software Assurance 1 ea . FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1. FAR 8.405-6(a)(1)(i)(B), "Only one source is capable of responding due to the unique or specialized nature of the work". The DoD Enterprise Software Initiative (ESI) is a mandatory source for the purchase of software IAW DFARS 208.7402(1). AFLOA currently has one application developmental network, used to support the Air Force's legal community and their dependents. To maintain this network, AFLOA has been using the Microsoft Volume License Center (MVLC) to download necessary operating systems and applications. The Air Force has mandated that all current development networks procure individual enterprise licensing separate from the MVLC. The only vehicle available to accommodate the necessary licensing is the Microsoft JELA, through DoD ESI. Insight Public Sector is the only authorized reseller for the required development license. The NAICS Code is 334614, and the small business size is 1250 employees. As implemented by the Federal Acquisition Regulation (FAR) FAR Part 13.106-1(b) this will be a mandatory source buy off the U.S. Air Force/DISA ELA Microsoft BPA. If there are any other businesses that can provide the specified services, they must respond to this notice before 10:00 a.m. CT, 14 September 2017. Firms responding to this intent to sole source are asked to provide the following information in their initial response: company's full name, business size, address, point of contact, and a clear indication as to whether or not they can provide the item the Government is seeking. Oral submissions of information are not acceptable, and will not be accepted in response to this notice. If no responses are received by the above referenced date/time, a sole source contract will be awarded to Insight Public Sector. Contract award is subject to the availability of funds.
