AI Contract Overview
This solicitation, numbered HT941026Q2033, is a full small business set-aside under FAR Subpart 12.6 and Part 13 for intraoperative neuromonitoring services at Naval Medical Center San Diego, with a NAICS code of 622110 and a size standard of $47.0 million. The requirement is for non-personal services spanning a base year from September 1, 2026, through August 31, 2027, with four successive option years extending through August 31, 2031. The scope includes six distinct CLINs categorized by procedure duration—up to 4.59 hours, 5 to 9.59 hours, and 10 hours or more—for both routine intraoperative neuromonitoring and emergency procedures, with quantities totaling 138 base-year units and identical quantities carried forward for each option year. All services are performance-based and must be delivered exclusively at the specified location, with full staffing, equipment, and supply responsibilities falling to the contractor. The evaluation process prioritizes technical capability as a pass/fail gate, followed by past performance as the primary differentiator over price, in a best-value trade-off framework that is not LPTA. Offerors must demonstrate substantial confidence in recent, relevant performance, with price evaluated for reasonableness against government estimates and market data. The contract mandates full compliance with numerous FAR and DFARS clauses, including small business representation, labor standards, whistleblower protections, cybersecurity restrictions, and sustainability requirements. Key administrative requirements include electronic invoicing via Wide Area WorkFlow, adherence to a strict Quality Assurance Surveillance Plan with 100% performance metrics for monitoring accuracy and coverage, and rigorous credentialing protocols for all personnel, including BLS, ACLS, and PALS certifications, HIPAA compliance, and NACLC background checks. Credentialing files must be maintained and made available for inspection, and transferability to a successor contractor is allowed under specified conditions. All submissions must be received by June 4, 2026, via email to the designated point of contact, with mandatory use of PDF format and inclusion of all required representations, certifications, and SAM registration details.
