Invitation for Bids, Red River Army Depot, Texas, Pay-As-Cut Timber Contract

The U.S. Army Corps of Engineers, Fort Worth District, is soliciting sealed bids for the sale of approximately 590 acres of timber at the Red River Army Depot in Bowie County, Texas, under a pay-as-cut contract numbered DACA63-9-26-0517. The timber includes pine sawtimber, pine chip-n-saw, pine pulpwood, mixed hardwood sawtimber, and mixed hardwood pulpwood, with estimated volumes totaling over 15,800 tons, all determined by cruise using the Doyle Log Rule. Bids must be submitted by 10:00 AM local time on July 22, 2026, at the Red River Army Depot in Texarkana, Texas, and must be accompanied by a non-refundable bid deposit of $25,000.00 for Item 1, payable via cashier’s check, money order, or other non-revocable instrument; personal checks are not accepted. The contract requires bidders to complete a Small Business Status Certification and a Corporate Certification, affirming independent ownership, compliance with employment non-discrimination requirements under Executive Order 11246, and adherence to federal safety and environmental standards including OSHA 29 CFR 1910.266 and Clean Water Act provisions. All harvesting operations must commence within ten days of written notice and be completed by December 31, 2027, with pulpwood cutting limited to no more than twenty days behind sawtimber operations, and work restricted to Monday through Friday, excluding holidays.
