The Navy Region Southwest Qualified Recycling Program is soliciting bids for the sale of mixed scrap steel located at Naval Air Station Lemoore, California, under solicitation number T003-26-CD. This is a government sale conducted as a Firm-Fixed-Price Invitation to Bid, with bids due by 2:00 P.M. Pacific Time on May 18, 2026. Proposals must be submitted exclusively on the official bid sheet, completed in ink or typed, legibly signed, and mailed via carrier service to the designated San Diego address; electronic, faxed, hand-delivered, or certified mail submissions are prohibited. The scrap includes a variety of steel items such as appliances regulated under California AB 2277, pipe, vehicle parts, shelving, and hardware, with historical annual volumes averaging around 143 gross tons. Pricing is based on a percentage of the Fastmarkets AMM high-end price for #1 heavy melt scrap in the Los Angeles area, with payment due upon receipt of an invoice issued within 10 business days after the end of each monthly cycle. The contract has an initial one-year term with the option for up to four one-year renewals, making a potential total contract duration of five years. Bidders are required to provide their own roll-off containers that are clean, structurally sound, and clearly labeled “SCRAP Metal ONLY” and “NO TRASH,” and must ensure all transportation vehicles are debris-free. Buyers must comply with Defense Biometric Identification System (DBIDS) access requirements for personnel and subcontractors, secure prior written approval for any subcontractor use, and provide proof of insurance. The buyer assumes full liability for all operations, indemnifies the government against claims, and warrants that all scrap will be destroyed through melting or shredding and cannot be reassembled or repurposed. Failure to pick up containers three times in a year, late payments beyond four weeks, or breach of warranty may result in termination for default, repossession of material, and cost recovery. The contract does not require UEI, CAGE codes, or socioeconomic certifications, and award will be made to the most advantageous offeror based on price and other considerations, not strictly on lowest price. The contracting officer representative is Jose Amuchastegui, who manages all administrative, payment, and compliance matters from the NRSW QRP office in San Diego.
