Opportunity description: This Invitation to Qualify (ITQ) is the first phase of a procurement process by Shared Services Canada (SSC) for a Next Generation 9-1-1 (NG9-1-1) Solution; Suppliers are invited to pre-qualify in accordance with the terms and conditions of this ITQ in order to become “Qualified Respondents” for any later phases of the procurement process. Only Qualified Respondents will be permitted to respond on any subsequent solicitation issued as part of this procurement process. This ITQ is neither a request for proposal nor a solicitation of bids or tenders and is intended only to pre-qualify respondents. The Department of National Defence(DND), DND-Joint Rescue Coordination Centers (JRCC), DND-Marine Rescue Sub Centers (MRSC) Royal Canadian Mounted Police (RCMP) and Parks Canada (PC), Invitation to Qualify (ITQ) – Next Generation 9-1-1 Solution (NG9-1-1).. This requirement is for: Shared Services Canada on behalf of its clients and partners. The initial clients under this requirement are DND, JRCC, MRSC, RCMP and PC with SSC itself. The intent of the ITQ is to solicit vendor responses to qualify up to five respondents for a subsequent RFP process. SSC may also choose to use the resulting NG9-1-1 Contract for some or all of its client, or use alternative means to provide the same or similar services. SSC may also extend the resulting contract to provinces and territories who could require similar services. Description of the Requirement: Shared Services Canada has a requirement for a NG9-1-1 solution that will provide the Government of Canada with the latest emergency response features. Shared Services Canada (SSC) is seeking the design, delivery, installation, implementation and support of a hosted, fully managed and redundant Next Generation 9-1-1 (NG9-1-1) solution. The solution will also include cost effective data storage capabilities within a secure environment and allow for data collection and Analytics. The full turnkey solution, defined as a package including everything required for a functional, fault tolerant, reliable, robust, and resilient solution including supporting infrastructure and hardware such as VoIP telephony system, routing/ switching equipment, servers, workstations, firewalls, Session Border Controllers (SBCs), software, licensing, engineering, design services, project management virtual computers, workstations, all documentation such as operational and instruction manuals and training, 24/7/365 operational and technical support and transition support to navigate and successfully manage the (ESINet) on boarding process. The solution implemented should be a High Availability, High Integrity, Protected-B solution that adheres to ITSG-33 standards. In addition, the solution must also include the ability to support the addition of other Public Service Access Points (PSAPs).
