Full Description

FY26 P2P The Surface/Aviation Interoperability Laboratory (SAIL) facility has a former Spruance-class destroyer aft mast which is installed on top of a 64' high working platform. The tower is of Aluminum construction, and its total hight above ground is 168'. installed in 2002, it now has peeling paint, and cracks in some welds which secure the top platform (151') to the main mast, secure the starboard hazard light, and the base of the ladder at the 64' platform. There are likely other welds that have or are failing that are yet to be identified. We seek to have the welds to the 151 foot platform brackets repaired, to prep the entire tower for painting, and then to repaint the tower with the NAVSEA recommended paint. Pitch pockets at the mast base will need to be repaired after painting is completed. The SAIL is a secure facility, and has controlled access. Work on the tower will cause interruptions in the organization's ability to support customers, and meet the needs of the fleet. Work will need to coordinated between the contractor, and the SAIL to minimize these interruptions. If the maintenance to the mast is not addressed it will, in time, become a safety hazard. Bare aluminum will continue to corrode and welds will fail. At present time the pitch pockets around the tower legs are leaking, and water at times drips from the ceiling of room 401. This is in part due to the peeling paint on the mast legs, which the pitch is bonded too, and once peeled away from the mast
