Education Training & Resources LLC is soliciting bids for roof core sampling at the Oneonta Job Corps Academy in New York. The project involves conducting moisture assessments and core sampling on a flat roof area installed in 1994 and a hip area installed in 2003 to determine if the existing insulation allows for a roof coating over the membrane. Key deliverables include the removal and temporary waterproof patching of roof sections, photo documentation of sample strata, and comprehensive laboratory analysis of the roof condition. The award will be based on the best overall value to the agency, rather than the lowest bid, and requires a detailed cost breakdown, a proposed service schedule, and all relevant New York State licensing and credentials. Bidders must submit their proposals by September 16, 2026, including a completed bid sheet, W-9, and certificates of insurance. The winning contractor must maintain an active registration at Sam.gov with a Unique Entity ID and comply with various federal regulations, including the Davis-Bacon Act, OSHA safety standards, and NFPA Life Safety Code. Contract administration is managed by Katie Curran, and final payment is contingent upon the submission of a signed punch list and applicable warranties.
