IS 24-11/ PL-25-120 Global Interactive Solutions, LLC

This project involves a Major Use Permit application (UP 24-15/ PL-25-120) for Global Interactive Solutions, LLC to establish a phased cannabis cultivation and distribution operation at 1780 State Highway 53, Clearlake, California. The development is divided into two phases: Phase 1 includes three acres of outdoor cultivation, a 6,000 square foot processing building, and parking improvements; Phase 2 transitions the outdoor area to two acres and adds 20,736 square feet each of mixed-light and nursery cultivation in greenhouses, along with a 2,520 square foot pole barn for nutrient pools. The facility will feature a drip irrigation system, a total electrical demand of approximately 915 kW utilizing LED grow lights, and comprehensive security measures including a six-foot perimeter fence, video surveillance, and strict personnel access controls. The project is subject to a California Environmental Quality Act review, with an Initial Study (IS 24-11/ PL-25-120) leading to a Mitigated Negative Declaration. Key environmental compliance measures include a Drought Management Plan to regulate water use, a Biological Resource Assessment to protect sensitive habitats, and seasonal Best Management Practices implemented annually in October and April. The public review period for the environmental documentation is scheduled from December 18, 2025, to January 21, 2026. Operational requirements mandate strict adherence to the CalCannabis Licensing Program for track-and-trace inventory and a rigorous security plan approved by the Sheriff, including staff background checks and prohibited items policies.
