Issue a Right of Entry Permit to Verizon for Fiberoptic Conduit Repair Project

The project involves repairing and replacing an existing articulated steel conduit that connects a horizontal directionally drilled pipe to a Verizon manhole located in the sandspit beach parking lot at Montaña de Oro State Park. A Right of Entry permit will be issued to authorize the contractor to perform the work, which will span 14 days and require the establishment of a fenced construction zone to ensure public safety. Prior to excavation, existing telecommunications utilities will be located through potholing, followed by saw cutting to remove the asphalt surface above the ducts. A secured access point measuring 8 feet long by 4 feet wide by 6 feet deep will be created by reinforcing and shoring the surrounding soils with steel beams. Excavation will be conducted using an excavator, with manual digging required within 5 feet of any active fiber lines to prevent damage. The current steel conduit will be detached, removed, and disposed of, while the end of the HDD pipe will be sealed and capped. A new 14-inch inside diameter Schedule 40 PVC conduit will be installed at a typical depth of 4 feet from the manhole wall, extending to the shoring plate wall. The area will be backfilled in 6-inch lifts with appropriate material and compacted properly, then covered with a 10-foot long by 6-foot wide by 1.25-inch thick steel plate, flush with the existing asphalt grade. This steel plate will serve as a temporary protective cover until future fiber installation requires its removal, at which time the access point will be restored to its original asphalt condition.
