This solicitation seeks to establish a multiple-award contract with staffing agencies capable of providing temporary and specialized IT personnel to support Seminole County’s Information Technology department. The primary goal is to supplement existing staff during peak periods or employee absences, such as assisting with help desk calls or filling in for extended leaves. Additionally, the contract aims to secure IT consulting services for projects that require expertise beyond the current workforce’s capacity or knowledge, such as rewriting legacy applications like the AS/400-based system used by the Municipal Services Benefit Unit. When a project is identified, the County will issue a Scope of Services request to the selected contractors, who will then have 5-15 business days to respond with a detailed Statement of Work outlining the scope, personnel qualifications, timeline, relevant experience, pricing, and terms. Approved Statements of Work will be formalized through Purchase Orders under the terms of the Master Service Agreement, ensuring a structured and efficient process for project execution. The contract, identified as IT Contracted Staffing Services with solicitation number RFP-604701-24/FMHH, was posted on January 8, 2024, with a response deadline of February 14, 2024. The purpose of this solicitation is to obtain a contract with multiple Staffing agencies that can augment existing Information Technology staff as necessary to accomplish the required tasks in a timely and efficient manner. An example of this would be a temporary staff member brought in during a peak demand time to work phones on an IT help desk, or as a temporary fill-in while an administrative employee is on extended leave. An additional purpose of this solicitation is to obtain a contract with multiple IT contracting agencies that can provide IT services expertise that current employees either don’t have the time or knowledge to complete. Projects will be defined as they become known and are prioritized and funded. An example of this would be a project to rewrite the legacy AS/400-based application used by the County’s Municipal Services Benefit Unit (MSBU). In a case such as this, Seminole County Information Technology will produce an Information Technology Scope of Services request (see example) and will send the request to the awarded contractor(s) primary contact via email. Depending on the services requested, contractors will have 5-15 business days (as noted within the Information Technology request) to respond with a “Statement of Work” which includes: A detailed description of the service to be provided, including an anticipated schedule of deliverables. The qualifications of the personnel assigned to perform these services. The period of performance (timeline) during which these services will be provided.Highlight any relevant experience in a similar project. The applicable pricing and any additional terms and conditions applicable to the Master Service agreement.Statements of work, once approved by the County, will be issued a Purchase Order specifically enumerated and in accordance with the terms and conditions set forth by the Master Service agreement.
