The State Corporation Commission of Virginia, through its Bureau of Financial Institutions, is soliciting proposals under solicitation number SCC-26-018-BFI to establish a contract for a real-time, Internet-accessible short-term lending database solution. This system will be utilized by the Commission and all Virginia short-term lending licensees to perform real-time borrower eligibility verification, manage loan-level data, and generate analytics on loan activity and database usage. The solution must comply with regulatory standards including 10VAC5-200-110 and statutory FOIA exemptions under section 6.2-1810(B), and the supplier may be required to provide SOC 2 or ISO 00 certifications. The selection process is based on the best proposal, evaluated across five key factors: technical response, implementation approach, supplier experience, subcontracting plans, and total cost analysis. Awardees must maintain specific insurance coverages, including at least $1,000,000 per occurrence for Commercial General Liability and $100,000 per employee for Employer's Liability. Proposals are due by November 20, 2026, and must include detailed financial documentation, such as audited statements for the last three fiscal years and a D&B Business Report. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. General Services Administration, Chief Information Officer is issuing this RFI notice to measure the interest and availability of business firms. This RFI is for an industry outreach effort intended to engage industry in an exchange of ideas. GSA is continually looking for ways to better meet the management challenges inherent to an innovative, evolving agency seeking to become markedly more efficient, while meeting the continuously increasing expectations of its IT customers. Therefore, as we approach the need to develop requirements for a digital signatures solution, we invite the industry to suggest ideas in technology, business practices and service models that will help us meet this need. Through this industry outreach effort, Office of the Chief Information Officer (OCIO) seeks feedback from industry in the definition of our technical requirements. GSA's inquiry is preliminary and we are not seeking a proposal. We do, however, look forward to seeing the kind of suggestions and solutions that our partners in industry can provide. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses, accordingly, if the information is considered to be confidential or proprietary. Responses to the RFI will not be returned. Responses to this notice are not offers and cannot/will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Please submit your written responses no later than March 11, 2014, 12pm (EST) via email "only" to the primary contact: Aaron Young via email at aaron.young@gsa.gov. No telephone inquires will be accepted. PLEASE NOTE: The GSA program office intends to conduct one-on-one question and answer sessions to address any questions with companies who respond, as needed, to get further understanding of their solution. Details regarding the individual company sessions will follow in a future notification.
