The Alaska Railroad Corporation is soliciting bids for the Seward Freight Dock Expansion Phase 1 Construction (ITB 26-18-214518), a marine construction project to lengthen the existing freight dock structure in Seward, Alaska. The project involves placing fill material, installing piles, and expanding the freight dock and road in Resurrection Bay. Key requirements include adherence to State Wage Rates Pamphlet 600 Issue 52 and compliance with various environmental permits, including US Army Corps of Engineers Permit POA-2024-00197 and authorizations from the National Marine Fisheries Service and U.S. Fish and Wildlife Service regarding protected species and incidental harassment. The solicitation process included a mandatory pre-bid conference on May 19, 2026, and optional site visits to the project location and the Birchwood Yard, where owner-supplied steel sheet piling is located. Through a series of four addenda, the Alaska Railroad Corporation provided critical clarifications, updated cost schedules, and issued revised plan sheets that supersede all previous drawings. Notably, Addendum 3 designated all additive alternate bid items as mandatory. The bid closing date was extended from June 4 to June 17, 2026, with Granite Construction Company identified as the lowest bidder following the bid opening.
