ITC71: Walk- Through Metal Detector

The Bureau of the State House is soliciting the procurement of one SMD 600 plus CEIA walk-through metal detector under statewide contract ITC71. The scope of work includes the delivery, installation, initial testing, and calibration of the equipment, as well as providing training for BSH Security and DCR Ranger Staff. The vendor must also provide a maintenance agreement for annual testing, calibration, and safety checks that extends through May 31, 2028. Technical requirements specify that the equipment must be fully compliant with the NIJ-0601.02 Standard, meet Enhanced Metal Detector standards, and adhere to electromagnetic safety standards for human exposure and pacemaker safety. Performance benchmarks include a throughput rate of 0.2 seconds or less, detection speeds of 50 feet per second or better, and the ability to block external interference such as electrical noise and steel. This solicitation is designated for the Small Business Purchasing Program (SBPP), and the contract will be awarded based on best value. Preference is given to SBPP participants who meet the best value criteria; submissions from non-SBPP participants will not be evaluated unless no eligible SBPP bidder meets the requirements. To qualify for SBPP, a firm must have its principal place of business in Massachusetts, have been in business for at least one year, and employ 50 or fewer full-time equivalent employees. Evaluation factors for the award include pricing, the ability to meet RFQ specifications, SBPP criteria, and previous experience working with the Bureau of the State House.
