AI Contract Overview

The Department of Veterans Affairs, Network Contract Activity VISN 9, plans to award a sole source contract to Aloka Company Limited for the service and repair of the Aloka Ultrasound System used at the Tennessee Valley Healthcare System in Nashville, Tennessee. Valued at approximately $45,000, the contract includes a base year plus four option years, continuing previous service agreements to ensure consistent maintenance and repair by certified technicians. The sole source justification is based on Aloka Company Limited being the sole manufacturer with technicians certified to service this specific ultrasound system, making it unique in meeting the agency’s technical and operational requirements. Attempting to use other vendors without this certification could lead to significant risk, increased costs, and delays, as alternative products or services cannot be modified to meet these needs effectively. Further market research supports that no other suppliers or services can fulfill the requirements without compromising the standardization and consistency maintained within the medical facility. The agency emphasizes that competing for this contract is not expected to be beneficial, and any response proposing competition must demonstrate clear and compelling advantages along with technical capabilities. Responses must be submitted by the specified deadline to the designated contract specialist, though the current intention is to proceed with a sole source award under the authority of FAR 6.302. This notice serves as an announcement of intent rather than a solicitation for proposals.

Full Description

Under the authority of FAR 6.302, Aloka Company Limited, 10 Fairfield Blvd., Wallingford, CT, is the only vendor with technicians certified for the service and repair of the Aloka Ultrasound System and no other supplies or services will satisfy VISN 9 requirements. The Dept. of Veterans Affairs, Network Contract Activity, VISN 9 intends to make a sole source award to Aloka Company Limited with an estimated value of $45,000 for the purchase of a Service Contract for a Base Year + Four (4) Option Years This service will be used at Tennessee Valley Healthcare System, VAMC - Nashville, 1310 24th Avenue South, Nashville, TN and will work as a continuation of previous service agreements to maintain consistency in repair and maintenance to the Aloka Ultrasound System. SOLE SOURCE JUSTIFICATION: Under the authority of FAR 6.302, Aloka Company Limited is the manufacturer of the Aloka Ultrasound System and no other supplies or services will satisfy Tennessee Valley Healthcare System VAMC - Nashville requirements. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. Maintenance of this ultrasound system performed by the manufacturer's certified technicians is essential to and has the only solution to meet the agency's requirements at the using service Medical Facility. Further market research and analysis indicates other companies' similar products, or products lacking a particular feature, do not meet, or cannot be modified to meet, the agency's needs. The medical center has found that with Aloka certified technicians, the agency can maintain its current standardization requirement and consistency within the medical facility. The government would incur undo substantial cost and risk by using a different vendor that has not been certified and trained by Aloka Company Limited on the maintenance and repair this ultrasound system. The cost to compete in an attempt to procure different brand name product does not out weight the benefit of maintaining our current standardization and consistency within the agency's operating facilities. This notice of intent is neither a request for quote nor a solicitation of proposals. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. Detailed capabilities must be submitted to Monica Kinderknecht, Contract Specialist contact@example.gov no later than September 7, 2011 @ 3 pm Central Standard Time.
