The contract involves an annual basic ordering agreement (BOA) with Wartsila Defense Inc. for the evaluation and repair of Navy propellers and related components, covering the period from May 20, 2014, to May 19, 2015. Wartsila Defense, located in Poulsbo, WA, is one of five firms equipped with the specialized tooling, facilities, and expertise required to service propellers of varying sizes and complexity used on combatant and auxiliary Navy vessels. This BOA allows the Navy’s supply command to issue repair orders under the authority of FAR 6.302-1, meaning the procurement is non-competitive due to the limited number of suppliers with the necessary capabilities and government data restrictions. The synopsis serves as a pre-solicitation notice and invites responsible parties to express interest and capability within specified timeframes, although it is not a formal solicitation for competitive bids. Proposals or capability statements submitted within 45 days (or 30 days if responding to an existing BOA) will be reviewed to determine whether a competitive procurement is warranted. The contract addresses repair services for propellers ranging from 7 to 23 feet in diameter and weighing up to 90,000 pounds, aligned with NAICS code 336611. The contracting office managing the agreement is the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, PA.

See attached for the list of NIINs. Orders issued under this BOA and pursuant to this synopsis will be issued pursuant to 10 USC 2304(c)(1) because the Government does not currently possess the data necessary to compete the items solicited hereunder. Wartsila Defense Inc is one of five companies that currently possess the necessary equipment, capability, capacity, tooling, facilities and in-depth knowledge necessary to repair propellers of varied complexity, size and design for combatant and auxiliary ships. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 days if award is issued under an existing Basic Ordering Agreement (BOA) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Governments requirement with a commercial item within 15 days of this notice.
