The contract involves a Repair Basic Ordering Agreement (BOA) with Rolls Royce Marine North America for the evaluation and repair of various Oil Distribution Boxes and Controllable Pitch Propeller Hubs, covering the period from March 23, 2015, to March 23, 2016. It serves as a pre-solicitation notice for repair orders issued by NAVSUP Weapon Systems Support (WSS) under the authority of 10 U.S.C. 2304(c)(1), indicating that the government does not have sufficient data to competitively procure the items. Consequently, the government intends to negotiate exclusively with Rolls Royce Marine North America under FAR 6.302-1, allowing for a sole-source procurement approach. Although this synopsis is not a direct request for competitive proposals, the government invites any interested and capable sources to express interest or submit proposals within a specified timeframe for consideration. The action falls under NAICS code 336611 and is handled by the Department of Defense's NAVSUP Weapon Systems Support office located in Mechanicsburg, PA. While orders will be issued under the existing BOA, responses received within 30 to 45 days from the publication date will be reviewed to determine whether a competitive procurement might be warranted. Ultimately, the decision to compete this requirement lies solely with the government, which will evaluate all information received primarily to assess the potential for competition. The contract scope is focused on specialized repair services supporting naval propulsion components, emphasizing the critical and technical nature of the repair work performed under this agreement.
