The Fleet & Industrial Supply Center, in support of Puget Sound Naval Shipyard (PSNS) Bremerton, WA is soliciting for a firm, fixed price, requirements type, service contract to be negotiated on a sole source basis with Curtiss Wright Electro-Mechanical Division (EMD) for the refurbishment of Advanced Secondary Propulsion Units (ASPU). Curtiss Wright is the OEM of these units and therefore, due to compatibility and warranty issues, the required services must be performed from subject contractor. Place of performance is the contractor's facility in Phillipsburg, NJ. The base year period of performance is estimated to extend from 1 January 2010 through 31 December 2010 with two, one year option periods. The noncommercial solicitation will be issued on or about 28 November 2009 with a closing date of 28 December 2009. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
