The contract involves the procurement of two units of a specific ball bearing (NSN 7E-3110-014089533) identified for repair or modification purposes. The delivery terms are FOB origin, with the items to be issued to Kingsbury Inc. located in Philadelphia, Pennsylvania. This notice of intent is not a solicitation for competitive bids but indicates the government’s plan to negotiate exclusively with a single source due to the proprietary nature of the data associated with the part. The government does not possess ownership or rights to the design data and has determined that purchasing these rights or reverse engineering the part is not economically feasible. While the government may consider responses or quotes submitted prior to award, the decision not to compete rests solely with the government. Interested parties wishing to respond must do so within 15 days, and while the acquisition does not follow the guidelines under FAR Part 12 for commercial items, they may still express interest and capability to supply a commercial item if available. Relevant specifications and standardized documents can be accessed through official DoD document services, although patterns, drawings, and deviation lists are not stocked by these entities. The contracting agency managing this acquisition is the Naval Supply Systems Command Weapon Systems Support Mechanical Office, based in Mechanicsburg, Pennsylvania, under solicitation number N0010416PLA75.
