J--Calibration and repair of MTS instruments/ equipment for the NSWCCD.

The Naval Surface Warfare Center Carderock Division (NSWCCD) of Bethesda, MD plans to enter into a sole-source, firm fixed price purchase order with MTS Systems Corporation of Eden Prairie, MN to provide on-site repair and calibration services on MTS’ servo hydraulic equipment, i.e., fatigue test machines, extensometers, and lock systems. The applicable NAICS Code is 334519, Other Measuring and Controlling Device Manufacturer, and the business size standard is 500 employees. The requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304©(1) as implemented by FAR 6.302-1; only one responsible source and no other sources will satisfy agency requirements. The basis for restricting competition is for the following reasons: MTS’ in-house field service engineers are trained to perform repairs and calibrations to code on MTS equipment. The manufacturer, MTS, can void repair warranties should an outside technician service their equipment. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
