AI Contract Overview

The contract involves procuring 10 units of a specified display unit under the National Stock Number 7H-7025-015054147 in accordance with the technical data package version 005. The delivery terms are FOB origin, and the units are to be issued to W R Systems Ltd. in Norfolk, Virginia. This is a sole-source acquisition, with the government intending to negotiate exclusively with one supplier, as technical data, government rights, and manufacturing know-how restrict acquisition to a specific manufacturing source defined by DoD standards. While this notice is not a request for competitive quotes, interested parties may express their interest and submit proposals within the specified window, though the government retains sole discretion to proceed without competition based on responses received. The acquisition is governed by Defense Federal Acquisition Regulation Supplement guidelines, specifically FAR 6.302-1, allowing for non-competitive negotiation due to the unique nature of the supply. Adequate technical data supporting alternative sources is unavailable, making competition impractical. Interested parties can access necessary military and federal specifications and standards through designated DoD service points, with an emphasis on electronic retrieval via ASSIST-Online. The contract solicitation, managed by the Naval Supply Weapon Systems Support office in Mechanicsburg, Pennsylvania, pertains to repair and modification services for the display unit, with all responses and proposals evaluated primarily to determine if a competitive procurement approach is feasible.
