The Naval Sea Systems Command (NAVSEA) plans to modify its existing sole source Basic Ordering Agreement (BOA) with BAE Systems Electronics Limited, Underwater Systems Division, to extend the ordering period by two years beyond the current expiration date of July 30, 2006. This agreement covers the provision of various equipment and materials, including pressure sensors, acoustic sensors, dummy batteries, transponder transducers, magnetometer assemblies, and sonar transducers, as well as software, documentation, and technical support necessary for the operation, maintenance, repair, refurbishment, and overhaul of the Versatile Exercise Mine System (VEMS). BAE Systems is the sole designer, developer, and producer of VEMS, which is the only system meeting U.S. Navy requirements. The specialized knowledge required to perform timely repairs and refurbishment underscores the necessity of continuing with this sole source agreement. Under this BOA, NAVSEA will also procure depot-level maintenance, installation and checkout spares, engineering change kits, repair parts, and various support services including pre-repair evaluations, maintenance support materials, and interim depot support. Additionally, the agreement allows for feasibility studies exploring potential system improvements aimed at enhancing performance, reliability, or cost-efficiency. Each order placed will adhere to the terms of the BOA, with firm-fixed-price contract orders authorized. This sole source procurement is justified under federal regulations since BAE Systems is uniquely qualified to supply and support VEMS. While the government intends to negotiate exclusively with BAE Systems, subcontracting opportunities may be pursued by interested parties through BAE’s subcontracting department.
