The contract involves the procurement of 23 units of fire extinguishers designated by NSN 7H-4210-013153019, with technical data package version 002, to be delivered FOB origin to Meggit Safety Systems Inc. in Simi Valley, California. This acquisition is conducted under a sole-source procurement strategy in accordance with FAR 6.302-1, where the Government intends to negotiate exclusively with one source due to the uneconomical nature of acquiring rights or reproducing the data for multiple suppliers. Interested parties are nonetheless invited to express their interest or capabilities and submit quotes, which will be considered before the award. The Government reserves full discretion on whether to compete this contract based on responses received. The notice clarifies that this is a pre-solicitation announcement rather than a request for competitive proposals and emphasizes that competition decisions rest solely with the Government. It also informs potential vendors about access to relevant Military and Federal Specifications and standards, which are primarily available online via ASSIST-Online or through the DoD Single Stock Point in Philadelphia. Due to urgent operational needs, the response window for proposals has been shortened, with consideration given to submissions received within 45 days, or 30 days if under an existing Basic Ordering Agreement. The Government will not apply FAR Part 12 policies for commercial items in this acquisition but remains open to commercial item proposals within a 15-day period following notice publication. The contracting office handling this action is the Naval Supply Systems Command Weapon Systems Support office located in Mechanicsburg, Pennsylvania.
