The Naval Air Systems Command (NAVAIR) plans to award a sole-source contract to General Electric Aircraft Engines (GEAE) for the continued Integrated Logistics Support (ILS) and sustaining engineering of the F414-GE-400 Afterburning Turbofan Engine. This contract covers a comprehensive range of logistical services, including supply chain and material management, field support for unique engine components, maintenance planning, technical data management, modification and retrofit planning, training, technical directive services, and recurring ground support for carrier and shore-based squadrons. Additionally, it encompasses the F414 Component Improvement Program (CIP), which involves engineering support and testing aimed at resolving readiness issues, enhancing reliability, maintaining performance, and predicting hardware wear-out to preempt problems within the fleet. The contract also includes procurement of Depot Material Support and Support Equipment for the engine. This sole-source award is justified under legal provisions recognizing GEAE as the only responsible source with the unique capability and technical data necessary to fulfill these requirements, as GEAE is the sole designer and integrator of the F414-GE-400 engine. The contract supports the Navy's F/A-18 E/F site activation needs, underscoring the critical role of GEAE's expertise in ensuring the ongoing readiness and operational performance of this engine model. The solicitation has no current request for proposals or competitive bidding, emphasizing its status as a non-competitive acquisition. Key contacts for this action are Contract Specialist Carla Biver and Contracting Officer LCDR Mark Axinto at NAVAIR in Patuxent River, Maryland.
