THIS NOTICE WAS DELETED IN ERROR IN THE FEDERAL BUSINESS OPPORTUNITIES WEBSITE. THIS IS A RE-POSTING OF THE PRE-SOLICITATION NOTICE. The Federal Emergency Management Agency (FEMA) is seeking to acquire expert technical support to provide on-site generator maintenance activities at FEMA Logistics Center generator storage site located at Logistics Center (LC-Hawaii, Aiea, HI 96701. On-site maintenance preventive checks and services include the care, servicing, inspection, load bank testing, detection and correction of minor discrepancies before these discrepancies can cause serious damage, failure and injury. There are approximately one-hundred (100) generators at this location ranging in size from 9.6 KW to 500 KW and they are diesel and gasoline fueled. Manufacturer makes and models vary. Due to the various types of generators, the Contractor will be required to have thorough knowledge and provide demonstrated experience in order to perform the services required. This procurement is a small business set-aside. The NAICS Code applicable to this RFP is 811310. The small business size standard is $6.5M. The solicitation will incorporate provisions and clauses that are in effect through Federal Acquisition Circular 2005-06. The Government will award a firm-fixed price contract resulting from this solicitation IAW FAR - 15.101-2 Lowest Priced Technically Acceptable source selection process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for all non cost factors. The following factors shall be used to evaluate offers. 1) Technical Capability; 30% 2) Past Performance; 20% 3) Price; 50% Factors 1 and 2 when combined are considered to be of equal value to price and will be used to determine if an offer is technically acceptable. The period of performance for this contract shall be established with the base contract period of 12 months plus two (2) option years. Award of option years will be conditioned upon availability of FY funds for that particular option year. Contract must meet all the requirements detailed within the solicitation. The solicitation will only be provided electronically through the FedBizOpps (FBO) web page as discussed below.
