The Mission and Installation Contracting Command (MICC) at Fort Benning, Georgia, has issued a notice of intent to award a sole source contract for a one-year maintenance service agreement on a vertical storage lift. This service will be provided exclusively by Southern Business Systems, the only authorized regional service provider for Kardex Remstar products, ensuring the preservation of the original warranty on equipment installed at the United States Armor School. The vertical lift was originally acquired through a GSA contract and installed by Southern Business Systems, whose trained technicians are uniquely qualified to maintain and service the equipment properly. The notice emphasizes that awarding this contract to any other contractor would void the current warranty and that training a new provider would be inefficient and costly. This announcement is not a solicitation for proposals or quotes but rather a formal statement of the government’s intent to sole source based on regulatory provisions that allow exceptions to full and open competition when necessary to protect warranty interests. Interested parties were instructed to respond by a specific deadline in 2013, though no reimbursement would be provided for any information submitted, and telephone inquiries would not be entertained. Questions were to be directed via email to the designated point of contact at the contracting office. The contract falls under NAICS code 811310, related to commercial machinery maintenance, and is managed by a Department of Defense office at Fort Benning.

THIS IS A NOTICE OF INTENT TO SOLE SOURCE ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Mission and Installation Contracting Command (MICC) Fort Benning, Georgia is issuing a notice of intent to sole source set forth in Federal Acquisition Regulation (FAR) part 6.302-3(1)(2)(iii). Full and open competition need not be provided for when it is necessary to award the contract to a particular source in order to maintain the warranty that was given at installation for a vertical storage lift. This is not a request for proposals or quotes. PURPOSE: The purpose of this notification is the Government's intent to sole source the vertical lift storage maintenance service agreement for a one (1) year period to Southern Business Systems. Southern Business System is the only authorized regional service provider for Kardex Remstar. The preferred strategy is to procure this requirement as sole source. The Government will not reimburse participants for any information they provide. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. DESCRIPTION OF REQUIREMENT: The United States Armor School, Fort Benning, Georgia has a requirement for maintenance services on the vertical storage lift machine currently in use. The storage lift was purchased from Kardex Remstar on GSA contract W911SF-11-F-0050 and the lifts were installed by Southern Business Systems which are the only authorized maintenance provider with trained technicians to service this lift. The cost and time to train another contractor will not be recovered through competition. Award to any other source will null and void the current warranty on the storage lift. SUBMISSION REQUIREMENTS: Responses to this announcement must be received no later than 2:00 p.m. Eastern Standard Time, Thursday, August 29, 2013. No telephone requests will be honored.
