The Naval Sea Systems Command plans to issue cost-plus-award-fee contract modifications to General Dynamics Bath Iron Works (GD-BIW) and Lockheed Martin Corporation Maritime Systems & Sensors (LM MS2) for the Industrial Post Delivery Availability (IPDA) of the lead ships in the Littoral Combat Ship Flight 0 Class. This effort encompasses detailed planning, engineering, and material procurement starting approximately eight months before the IPDA, followed by addressing deficiencies found during tests and trials and completing approved mission-critical engineering change proposals for about two months after ship delivery. Due to their exclusive knowledge and experience with the LCS Flight 0 design, construction, systems, and mission module interface requirements, GD-BIW and LM MS2 are the sole qualified contractors capable of efficiently executing this availability. The IPDA contracts will be awarded as modifications under previously awarded contracts N00024-03-C-2310 for GD-BIW and N00024-03-C-2311 for LM MS2, using the authority granted by 10 U.S.C. 2304(c)(1), which allows for limited competition when only one or a limited number of sources can meet agency needs. Interested subcontractors are encouraged to contact the prime contractors directly. Information about the contracts will be available through official Navy acquisition platforms, including the Federal Business Opportunities (FBO) and the Navy Electronic Commerce Online (NECO) sites, ensuring multiple access points for related posted information.
