J--NON-NUCLEAR SUBMARINE REPAIR

The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Electric Boat Corporation (EB), 75 Eastern Point Road, Groton, CT 06340, for New England Maintenance Manpower Initiative (NEMMI) submarine non-nuclear repair services. The level-of-effort contract will require direct labor, supervision, administrative support to provide a wide spectrum of intermediate and depot level overhaul, repair and modernization services and repairs in support of operational nuclear powered submarines, floating dry-docks, support and service craft, and other platforms and equipment. Work will be performed at the submarine base in New London, CT with occasional efforts at the company's shipyard in Groton, CT. The dynamics of submarine force operation requires a NEMMI capable of supplementary workforce comprised of EB employees at Naval Submarine Support Facility New London to accomplish operational submarine maintenance, repair and modifications necessary to maintain! fleet readiness and operational commitments. This requires a NEMMI contractor to be a nuclear qualified shipyard and to maintain a staff in close proximity to SUBASE, New London capable of rapidly providing the necessary mix of personnel. Electric Boat Corporation is the only source with a nuclear qualified shipyard staff within the necessary proximity of SUBASE, New London capable of meeting the NEMMI requirements. (See Note 22)
