The Lebanon VA Medical Center intends to award a sole source contract to Draeger Inc. for full-service preventive maintenance of Draeger anesthesia equipment used in three operating rooms. Services will include quarterly trace gas surveys, field service reports, software updates and upgrades, as well as unlimited repair and emergent repairs within 24 hours. Maintenance activities will follow the manufacturer’s recommended guidelines, covering electrical safety testing, lubrication, adjustments, and calibration. Draeger Inc. holds proprietary rights to the OEM parts and diagnostic software, which is critical to ensure compatibility and effective maintenance of the equipment. The contract is justified under FAR 6.302-1 as only Draeger Inc. can meet these requirements due to their unique access to the necessary parts and software, which competitors lack. The contract performance period is set from December 1, 2019, through November 30, 2024, inclusive of a base year plus four one-year options, at the Lebanon VA Medical Center in Lebanon, PA. The procurement falls under the NAICS code 334510, with a size standard of 1,250 employees. While this is a sole source action, the VA has requested interested parties who believe they can meet the requirements to submit capability information by November 20, 2019, though no solicitation has been issued. The Government retains discretion whether to compete based on received responses. If no responses are received, the sole source negotiation with Draeger Inc. will proceed. Point of contact for submissions and inquiries is Stanley Kwasny.
