The Naval Air Systems Command (NAVAIR) plans to issue a sole source Basic Ordering Agreement (BOA) to L-3 Communications-Integrated Systems for engineering and logistics studies, services, analyses, and investigations related to the Advanced Airborne Command Post/Command Management Processor (ABNCP/CMP) systems on the E-6 aircraft and the associated Systems Integration Laboratory (SIL). This agreement, effective from October 1, 2003, through September 31, 2006, involves modifications to the E-6 Mission Avionics System, updates to technical manuals, maintenance plans, and drawings, as well as depot maintenance support. L-3 holds proprietary design data and is the original developer of ABNCP and CMP systems, making them uniquely qualified to perform these tasks, and therefore no competitive solicitation will be conducted. The scope of work includes engineering services, change proposals, and detailed technical support to maintain and update the ABNCP/CMP systems and the SIL. The contract leverages L-3’s historical and proprietary knowledge related to structural loads and radome aerodynamics necessary for the modification and maintenance of these systems. This procurement is justified under 10 U.S.C. 2304(c)(1) as L-3 is the only responsible source capable of meeting the agency’s requirements. Points of contact for this sole source action are provided within NAVAIR’s contracting office located in Patuxent River, Maryland.
