The Naval Air Systems Command plans to award a sole-source contract modification to General Electric Aircraft Engines for ongoing Integrated Logistics Support (ILS) of the F414-GE-400 Afterburning Turbofan Engine. This contract will work alongside a Naval Supply Command agreement to deliver total engineering and logistics support, including supply chain and material management, field support for unique engine components, sustaining engineering, and comprehensive ILS services. These services encompass maintenance planning, technical data management, modification and retrofit planning, training, technical directive services, and recurring ground support tailored to carrier and shore-based squadrons operating the F/A-18 E/F, aligning with site activation requirements. Additionally, the contract involves the F414 Component Improvement Program, which targets engineering support and testing to resolve readiness issues, enhance reliability, maintain performance standards, redesign low reliability components, and predict hardware wear and life limits proactively. The award also includes the procurement of Depot Material Support and Support Equipment to sustain the engine’s operational effectiveness. This sole-source award is justified under 10 U.S.C. 2304(c)(1), emphasizing that GE Aircraft Engines is the only responsible source possessing the proprietary technical data and expertise to fulfill the Navy’s requirements, with no competitive procurement being sought.
